Realising the human development promise in dual VET

ABSTRACT Despite growing consensus around the need for a more holistic vision of development, realising the human development potential of educational interventions has proven a challenging task. This Forum grapples with how these tensions manifest in the international transfer of dual models of Vocational Education and Training (dVET) to low- and middle-income countries. While dVET has gained global currency, its developmental potential has been primarily framed in economic terms. Conversely, its alignment with human development remains an abstract possibility and is often not reflected in the policy design of dVET transfer attempts. Each contribution to this Forum probes a different facet of these tensions, exploring how dVET can be calibrated in different contexts to realise its human development potential. Taking a practice-led approach and featuring representatives from cooperation agencies, consultancy groups, and research organisations, this piece contributes to ongoing debates about the possibility of effectively integrating human development thinking into education policy.

Under modern conditions, successful business functioning and development are determined not only by effective management of internal business processes and creating harmonious relationships with competitive external environment, but also by re-interpreting the value of the key corporate asset, that is, human capital. For quite a long time, the HR management contour in the system of interaction between employer and employee has been considered only from the point of view of accounting and settlement operations. They were the ones that were automated in traditional HR accounting and payroll information systems. However, at the present stage, the number and content direction of HR processes have significantly expanded and talent management, training, development and motivation of personnel have become a priority. In this regard, automated accounting of only quantitative indicators is insufficient for effective human capital management. HR automation systems are gradually replaced by comprehensive HR-tex solutions that automate all HR processes and refer to all sections of the HR cycle. The purpose of the study is to consider the evolution of HRM systems and their compliance with modern HR processes, and to analyze the state of domestic software market for their automation. The analysis showed that Russian market is currently experiencing an urgent need for integrated automation tools that provide functional coverage of all human capital management processes. It is fragmented and characterized by a fairly high level of maturity of accounting and settlement contour software products along with the patchwork nature of IT solutions that automate the quality indicators of HR processes. In this regard, the conducted research on the development of HRM systems, taking into account technological trends and business needs for integrated solutions, allowed systematizing information in the form of a model of a complex, integrated system, and formulating requirements for it. It was established that integrated HRM system has a modular character and it is advisable to form a set of customized functions to manage the development of human capital potential based on the needs of a particular business. The highlighted areas of HRM systems development can be used in elaborating of import-independent software products of this class, as well as by enterprises when choosing tools for automating HR processes.

The true goal of education is to increase human competency, which is achieved through the application of different information and skills that humans themselves require. The goal of education is to support students' human potential development. Education is seen by Indonesians as the country's battle. History has demonstrated that ties and exchanges with the Islamic civilization, which is presently undergoing growth, are inextricably linked to the highs and lows of education. With the rise of Islamic education ideas, this is undeniable. History reveals that the Abbasid period, which reached its zenith, is when Islamic educational philosophy started to take shape. The idea of education, which includes children's education, educational objectives, and educational principles, was first articulated by Al-Qabisi.It is impossible to learn about other objects that have a higher ontological status, namely immaterial reality, without the presence of the five senses, according to Ikhwan As-Shafa. Only the five senses are capable of perceiving objects in the form of material-physical reality that are present in space and time. metaphysical. The As-Shafa Brotherhood's profound admiration of the senses demonstrates the significant influence of Aristotelianism in their epistemological thought. In this regard, they even venture to promise that, provided all circumstances are met, there will be no errors made by the senses.

Fighting Classroom Hunger : Analysis of Mid-day Meal Scheme of Odisha

India State Hunger Index (ISHI) reported that, “India is home to the world’s largest food insecure population, with more than 200 million people who are hungry.” Adding to this, the report urged that, the country’s poor performance is driven by its high levels of child under-nutrition and poor calorie count. Education plays a vital role in the development of human potential. State Governments are spending considerable portion of their resources to provide educational facilities all over the country. In spite of these efforts, the goal of cent percent universalization of elementary education appears to be far and elusive due to inherent socio-economic factors present in the society. Free and compulsory education up to the age of 14 years is the constitutional commitment and it is estimated that primary school children (6-14 years) form about 20% of the total population. Poor school enrolment and high school dropout rate are attributed to the poor nutritional status of the children compounded by poor socio-economic condition, child labour and lack of motivation. The researchers have used empirical research to find the real gap in the system.

Linking institutional context to the community and career embeddedness of skilled migrants: The role of destination- and origin-country identifications

AbstractMigration is one of the most pressing global issues of our time. However, relatively little is known about the factors and mechanisms that govern the post-migration experiences of skilled migrants. We adopt an acculturation- and social identity-based approach to examine how differences between institutional characteristics in the destination and origin country, as well as migrants’ experiences with formal and informal institutions shape their identification with the destination and origin country and contribute to their community and career embeddedness. Our study of 1709 highly skilled migrants from 48 origin countries in 12 destination countries reveals that the institutional environment migrants encounter provides both sources of opportunity (potential for human development and value-congruent societal practices) and sources of disadvantage (experienced ethnocentrism and downgrading). These contrasting dynamics affect migrants’ destination-country identification, their origin-country identification and, ultimately, their embeddedness in the destination country. Our results have important implications for multinational enterprises and policy makers that can contribute to enhancing skilled migrants’ community and career embeddedness. For example, these actors may nurture a work environment and provide supportive policies that buffer against the institutional sources of disadvantage we identified in this study, while helping migrants to leverage the opportunities available in the destination country.

The article is devoted to current problems of human resources potential development of educational departments of physical culture and sports in higher educational institutions, reflected in the Strategy for Physical Culture and Sports Development in the Russian Federation until 2030 and in the Concept for the Student Sport Development in the Russian Federation until 2025. The article also presents the analysis of the implementation of the educational program “Organization of the activities of educational departments of physical culture and sports in higher educational institutions”.

Features and factors of human capital formation in the agricultural sector of the economy

Human capital and the processes of its effective formation and development are key factors in economic growth, especially in the agricultural sector. Scientific interest in this topic is driven by the need to create conditions for the formation and improvement of the efficiency of human potential in this sector of the economy. Accordingly, the aim of the research was to conduct a theoretical analysis of the mechanisms of human capital formation and development in the agricultural sector, to define the main criteria and indicators for its assessment, to identify factors that contribute to or hinder the development of human potential, and to develop practical recommendations aimed at attracting human capital to this area of economic activity. The research was based on the scientific works of domestic and foreign researchers dedicated to the development of human capital, with special attention given to works that illuminate the socio-economic aspects in the agro-industry. This ensured a comprehensive and interdisciplinary approach to the study. The research utilized methods of synthesis, systematization, generalization, comparative analysis, and others. An important aspect of the research was determining the necessary conditions for attracting young people to the agricultural sector. In this context, particular importance is attached to the development of strategies that promote the integration and retention of young specialists, which can be a decisive factor in the long-term perspective for the sustainable development of the agricultural sector. As a result, specific recommendations were formulated (expanding educational programs, providing stimulating career opportunities, improving social infrastructure in rural areas) aimed at effectively improving the quality of human capital in the agricultural sector and promoting effective interaction among participants in the agricultural labor market. The proposed measures will contribute to the development of a more innovative, inclusive, and productive work environment in the agricultural sector, which is an important step towards achieving food independence for the country.

The relevance of the article is determined by the fact that human potential and human capital are the leading factors of socio-economic development of the state. On the one hand, the level of human capital and potential determine the productive force of the country’s economic growth, on the other hand, the human being is the main consumer of the results of this growth, the highest aim, and the main criterion of the quality of economic growth. The article presents the results of theoretical analysis of the categories of “human capital” and “human potential”. As a result of the analysis, it is determined that to date there is no unified methodology of categorical and conceptual apparatus of “human capital” and “human potential” in the aspect of increasing the efficiency of human resources utilization both for individual economic entities and for the state as a whole. It is established that human capital, based on economic theory, is a phenomenon that is already directly used in the production process, while human potential is a category that involves the potential acquisition of higher professional quali-fications (competencies, knowledge, skills and abilities of labor activity) by an employee. It has been proved that in order to develop the level of human potential and capital, individual business entities and the state as a whole, implement various investment programs that ensure the improvement of professional qualification of the country’s personnel. However, this investment is accompanied by a number of risks, and one of the main risks is the lack of scientifically-based criteria for assessing the effectiveness and efficiency of investment pro-grams. The article presents possible reasons for this problem and formulates proposals for its solution. The practical significance of the article lies in the fact that the obtained results of theoretical analysis and the identi-fied problems of investment can be used in the practice of public management and administration in the im-plementation of measures aimed at the development of human potential and human capital.

Пріоритети та інструментарій молодіжної політики в контексті соціального захисту, розвитку молоді та збереження людського потенціалу: досвід країн Західної Європи

The article examines the priorities and instruments of youth policy in the countries of Western Europe (France, Belgium, the Netherlands, Luxembourg, Germany, Austria, Liechtenstein, Switzerland) in the context of social protection, youth development and preservation of human potential. In particular, the main characteristic features of the youth policy of Germany (as one of the most progressive and effective not only among Western European countries, but also in the world) are identified: moderate intervention in the life of young people on the side of the State, social partnership between the State and society on the principles of subsidiarity; a combination of social democratic and liberal orientations; high level of democracy; clear structuring by levels: federal, federal state, and local; availability of a strong legislative framework related to the regulation of various issues of young people’s lives. Taking into account the experience of Germany in the distribution of budget financing of youth policy (in particular, its targeting, taking into account local and regional socioeconomic realities and needs), attention is focused on the expediency of applying in Ukraine such an approach to the implementation of the State-based youth policy, taking into account the different conditions and quality of life of domestic youth in different regions of the country (first of all, depending on the distance from the frontline of the war). The priorities and instruments of social protection of youth in Austria are studied (support for the rights of young people to personal development, ensuring the participation of young people in the educational process; providing material and non-material assistance to the unemployed; social support for children under care outside the family; protection of young people from all forms of violence and discrimination; reimbursement of expenses for outpatient and/or inpatient treatment; financing of expenses related to the implementation of residential care for children by foster parents or social pedagogues, etc.). Taking into account the aggravation of the problem of unemployment of the young population in France, the priorities and instruments of the policy of promoting the integration of young people of this country in the labor market, the development of communication skills, etc., are analyzed. The features of the State policy of promoting the development of a culture of youth entrepreneurship, innovation activity, etc., in the countries of Western Europe (in particular, in Germany, Austria, Switzerland and the Netherlands) are studied. The results of the study of the priorities and instruments of youth policy of Western European countries in the context of social protection, youth development and preservation of human potential made it possible to trace the gradual transition from the provision of the State aid to some of the most vulnerable groups of the young population to the financing of social programs that promote youth cohesion, development and preservation of human potential. Taking into account the best experience in the formation and implementation of youth policy in Western European countries, the priority directions for improving youth policy in Ukraine are named.

Women and girls represent half of the world's population and, therefore, also half of its potential. Gender equality, besides being a fundamental human right, is essential to achieve peaceful societies, with full human potential and sustainable development. It is our job to translate into reality a more equal and connected world for women scientists in all their diversity.

TRENDS AND OPPORTUNITIES FOR THE YOUNG HUMAN FACTOR IN THE CONTEXT OF INTERNATIONAL MIGRATION OF THE WORKFORCE

International migration of the workforce has become a global challenge and is constantly in the spotlight of the world community. Since ancient times, humanity has been on the move. Some people move in search of jobs or economic opportunities, others to join family or to study. Others migrate in response to the negative effects of climate change, natural disasters or environmental factors. Among migration phenomena, an essential role is held by the migration of the young human factor. Today, it is estimated that the number of young people, i.e. people aged between 15 and 24, is around 1.3 billion and account for 15.5 per cent of the global population. (UN, 2020). Migration in general, and that of young people in particular, is one of the current challenges for the developing countries, including the Republic of Moldova. The increasing migration of young people concerns the authorities and civil society, given its effects on the country's human potential and socio-economic development. In this article we aim to study the current trends of the migration process, in particular to address the motivation of young people in Moldova to migrate in order to study abroad.

This paper explores the concept of Humanism in education philosophy and its implications for Christian education and practice. Humanism in education philosophy is rooted in the belief that education should focus on the holistic development of individuals and place the individual at the centre of the learning process, emphasizing the development of human potential and fostering a well-rounded education. This approach focuses on critical thinking, creativity, and personal growth, empowering students to participate in their learning process actively. The implications of Humanism in education philosophy for Christian education and practice are significant, as they raise questions about the integration of faith and secular knowledge, the role of moral values, and the purpose of education within a Christian context.

SPECIFIC FEATURES OF GOVERNMENT REGULATION OF UKRAINE’S AGRICULTURE SECTOR WITHIN MARTIAL LAW

The article reinforces the significance of scientific research through the complications of effective state regulation of Ukraine's agricultural sector, both during martial law and in the context of ensuring its long-term development in the post-war period. The fundamental concept of state regulation of the agricultural sector has been characterized. It has been discovered that, in the context of modern social changes, state regulation should act as a mediator in the relationships between the State, economic entities, and the population. Due to the aforementioned, the main purpose of the article is to establish the objective need for state regulation of Ukraine's agricultural sector in general, alongside the particulars of its implementation under martial law. For the determination of this aim, the following research methods were used: supervision, abstraction, scientific generalization and economic evaluation, that gave an opportunity to set forth conclusion. As a result, one of the most fundamental issues for the agricultural sector is determining the optimal combination of state regulation and self-regulation in practice. It is established that the state regulation of the agrarian sector in Ukraine under martial law has its own peculiarities related to the need to ensure national security and the responsibility to provide food for the population. To attain this objective, the author identifies the main points of vulnerability of Ukraine's agricultural sector under martial law and considers agricultural state regulation measures used to mitigate the negative impact of martial law on the state of the agricultural sector in 2023. The research concluded that, in addition to focusing on immediate problems, Ukraine's agricultural sector requires immediate attention and the creation of a long-term strategy for its future development. Furthermore, the following are the main areas of ensuring sustainable development of the agricultural sector in the post-war period: restoration of human capital and development of agricultural sector human potential; intensification of investment activity and maximum attraction of direct and indirect financial measures aimed at supporting farmers' economic activities; technological development and gradual restoration of technical capabilities for agricultural sector.

Образ справедливого социального государства в контексте обеспечения ключевых конституционных прав и свобод: социологический анализ

The article presents an interdisciplinary analysis of the concept of “social state” in close connection with social justice and ensuring the constitutional rights and freedoms of man and citizen based on the results of a socio-logical study (online survey) conducted in August-October 2023 on the basis of three Moscow universities (n = 400), in order to study the patterns, structure and factors of formation of the imperatives of youth con-sciousness in the system of ensuring the rights enshrined in the Constitution of the Russian Federation, identi-fying factors determining the development of civil legal consciousness and human potential. The research was carried out within the framework of project no. 1023042500239-9-5.4.4 “Formation and consolidation in the minds of young people of the image of a fair social state in the context of ensuring key constitutional rights and freedoms”. Scientific topic code FZNW-0223-0050. The results obtained allow us to conclude that in the minds of young people an ambiguous image of a modern social state has been formed, which, on the one hand, is supported by the idea of the state’s responsibility to ensure constitutional guarantees in the field of education, health care, employment, social protection; on the other hand, a readiness is being formed to taking personal responsibility for one’s own well-being in conditions of political and economic instability in the country and the world.

The Basic Income Paradigm and Its Impact on Human Development Opportunities

The actualisation of research interest in the issue of basic income is driven by growing inequalities in various aspects of people's lives and the unfair distribution of material and social goods in capitalist states. Providing a basic income opens up opportunities to enhance social guarantees and the standard of living for citizens.
 The article examines the ideological paradigms of the social consequences of implementing basic income. It is shown that in capitalist states, this payment, judging by numerous experiments, is being implemented in transitional forms. Its introduction serves as one of the adaptive mechanisms for capital to adapt to the modern conditions of profit extraction. The antagonistic interests of ruling classes and the majority of citizens, as well as the fragmentation of the private interests of the latter, do not allow the widespread implementation of basic income in full accordance with its fundamental criteria. The main criteria include universality – payment to all citizens, unconditionality – payment regardless of employment and other characteristics of the economic and social status of individuals, and regularity – payment throughout the entire lives of basic income recipients.
 The possibility of adhering to the fundamental criteria for providing basic income is justified in the implementation of a socialist paradigm for the development of modern states. It is demonstrated that in contemporary Russia, an evolutionary resolution of accumulated contradictions and a phased implementation of a new socialist development paradigm are possible. This could potentially be a chain of humanitarian transformations, conditioned by the circumstances that have emerged. The beginning of this transformation has already been initiated after February 2022 with the expansion of state ownership in key economic sectors, the introduction of state planning within them, the demand for new personnel prioritising collective and state values to address these issues. All this does not contradict the development of market sectors of the economy, oriented toward individual citizens' needs and the development of their diverse personal potential, as well as servicing state ownership in key sectors and facilitating comprehensive international economic connections.
 Sociological research conducted under the author's guidance has shown that potential recipients of basic income in Russia confirm their intentions to develop their human potential and consider it advisable to conduct experiments on the provision of basic income.
 In conclusion, it is concluded that the introduction of basic income, in conjunction with other instruments of socialist evolution of Russian society and the state, represents an opportunity for the development and realisation of human potential in our country.

Türkiye Eğitim Politikalarının Avrupa Birliği Eğitim Politikaları Doğrultusunda Değerlendirilmesi

The strategy of creating a competitive and knowledge Europe lies at the heart of European Union education policies. The strategy for creating an Information Europe is the dominant element in the document Towards an Information Europe, the Commission Communique. The strategy includes the development of human potential by ensuring the full participation of all citizens in cultural, social and political life, as well as in economic life. Education policies are shaped within the framework of this structure. The European Union education policies have to find the balance between Decoupling and cooperation. Because while social policies are being developed to protect cultural differences, economic policies are oriented to the development of stronger areas of cooperation Within the framework of the basic education program in Turkey, efforts are being made to switch to computerized education at all levels of education starting from primary education, to provide Internet access to every school and to produce educational programs as software. However, sufficient progress has not been achieved in the use and dissemination of new technologies. In addition, it is hoped that students' achievements will increase based on the computer equipment provided to schools in Turkey. Equipping schools with computers should not be seen as a guarantee for students to succeed. The Ministry of National Education has taken important steps towards the use of new technologies in education management by creating a system-level personnel knowledge bank and school databases. It can be said that these efforts aimed at spreading information technologies in the educational system cannot be put into a systematic structure in terms of gaining computer competencies of students and teachers. Modelling of Library Activity: Analytical Tools

The purpose of the research is to systematise and summarise known and new knowledge about analytical tools for modelling the activity of modern libraries in Ukraine. The research methodology is based on general scientific principles of comprehensive knowledge, complexity, systematicity, unity of theory and practice. The achievement of the set goal was facilitated by the use of general scientific (observation, analysis, synthesis, modelling, system approach, generalisation) and special (bibliographic, information diagnostics (express analysis), grouping) methods at the theoretical and empirical levels of research. The scientific novelty of the work consists in the systematization and generalisation of known (about models and modelling) and new knowledge (about the use of analytical modelling tools in the practical activities of Ukrainian libraries) from the point of view of the present and the perspectives of their development within the scope of one study. Conclusions. The place and role of the modern library in the global system of civilizational development is determined by its ability to be an information base for the development of human potential. That is, in today's changing world, the library is responsible for preserving, spreading and multiplying knowledge, comprehensive communication, providing a free, safe and comfortable space for learning and development, uniting communities and individual citizens. Researchers propose various models of modern library development: "Library – cultural and educational centre", "Library – scientific and information centre", "Library – public educational centre", "Library – digital hub", "Library – information and analytical centre" and others. It is clear that some models can be prioritised or combined. To build one or another effective model of the functioning and development of a modern library, appropriate analytical tools are involved in modelling: building a model canvas, brainstorming, visualisation, empathy map, SWOT analysis, and others. They help specialists generate innovative ideas, change the "rules of the game" to more effective ones, and practically transform the established form of library activity into a more perfect and modern one. Accordingly, during the implementation of the new model, document and information resources are updated, the level of communication is increased, the technological infrastructure is strengthened, the level of informatisation is increased, and the development of new competencies of specialists takes place.

Community Understanding In The Development of Nglinggo Tourism Village, Kulon Progo Regency, Special Region Yogyakarta

This study aims to understand in-depth and comprehensively how the Nglinggo Tourism Village community understands tourism development in its place. This study has used a qualitative approach with a case study design. The data collection techniques used were direct observation of the location of the locus that the researcher wanted to examine, observing events, incidents, poses, and conditions along with a list that needed to be observed in Nglinggo Pager Harjo Tourism Village, as well as conducting interviews with key informants who were involved and experienced all activities relating to the Tourism Village in Nglinggo Pager Harjo. The study concluded that people have begun to understand tourism as an industry that significantly influences improving people's welfare regarding human resources, community potential, and physical development. Community understanding of tourism development can be assessed and understood by the local community. In addition, it can also be concluded that tourism has not negatively influenced the norms, laws, and customs of the local community.

Optimizing Human Development: The Relevance of Hasan Langgulung's Concept of Islamic Education in the 21st Century

This article is written to explain i) the concept of fitrah and khalifah from Hasan Langgulung's perspective, ii) Hasan Langgulung's Islamic education thought, and iii) the relevance of Hasan Langgulung's Islamic education concept to the development of human potential in the 21st century. The research method used in this research is qualitative-descriptive with the type of library research, with content analysis and interpretative methods. This research is expected to be the basis for designing progressive educational policies and forming individuals who can face the dynamics of change and challenges of the 21st century. According to Hasan Langgulung, in carrying out his responsibility as caliph, humans are equipped with various potentials (fitrah, human intellect, freedom of will, spirit, qalb, nafs) that need to be developed through education. Langgulung's concept of Islamic education emphasizes the development of human potential through the optimization of human intellect, creativity, the ability to work together, continuous education, and technology in education. In the 21st century, Hasan Langgulung's Islamic concept can be applied in forming "pious human beings" who are productive innovative, and contribute positively to building a "pious society".

Principles and sequence of integral assessment of the implementation of strategic national priorities in the national security monitoring system

Subject. This article analyzes the features of the strategic planning system in Russia. Objectives. The article aims to develop a methodology for assessing the implementation of priorities in the field of national security. Methods. For the study, I used the integrated analysis methods. Results. The article presents formulas for calculating integral indicators of the implementation of policies aimed at the development of human potential. Conclusions. Integrated analysis helps identify growth zones and vulnerability zones in the area of public administration under study and contributes to improving the quality of strategic planning.
